Required Qualifications:
  • Current TS/SCI clearance required
  • Bachelor's degree in computer science or related; Security+ or CISSP certification(s) required
  • 5-8+ years of experience in intelligence community as SIGINT targeting analyst with intelligence disciplines (GEOINT, HUMINT, MASINT, OSINT, SIGINT) and expert-level understanding of associated data and tools
  • Experience with DNI targeting and SIGINT software applications/NSA databases associated with network analysis and target development
  • Capable of building analytics for more complex discovery and analysis tasks; experience with analytic algorithm design and implementation
  • Experience with multiple communication and internet protocols, telecommunications technologies, and internet routing; can analyze technical data from collected information
  • Proficient with HTML/JavaScript AND C#, .NET, Python, Perl, or Ruby; experience with advanced SQL query writing, data retrieval, data mining from relational databases such as Oracle (PL/SQL), MySQL, Postgres and MS SQL Server (T-SQL)
  • Experience with UNIX, Linux, and Windows; web services environments and technologies such as XML, KMOL, SOAP, and JSON
  • Management/tracking utilities such as JIRA, Redmine or similar
Preferred Qualifications:
  • Agile methods; machine learning/data mining/knowledge discovery; Managing large data sets (Multi TB Scale); data transfer and cross domain systems such as NIFI; model-based data retrieval systems such as JEMA
  • NoSQL databases such as Titan, Mongo, Cassandra, and hBase; big data, distributive cloud architectures and frameworks including Hadoop, MapReduce, Cloudera, Hive, Spark, Elastic Search; Informatica, Syncsort DMX-h, Ab initio
  • Understanding of complex network topologies, system security and risk management
  • Developing software in the GIS context and associated standards including ESRI development Environment, Python Scripting, etc.; container configuration and implementation such as Docker
  • Mobile OS & app languages: HTML5, Android, IOS/Swift/C Object/C#, etc.
  • Graphical user interface and data visualization tools and protocols such as HTML 4, CSS, Tableau, and Adobe Creative Suite 5; knowledge of text processing: natural language processing (NLP), named entity recognition (NER), entity retrieval (e.g. SOLR/Lucene), topic extraction, summarization, clustering, etc.
Job Duties:
  • Leverage programming and software development skillset and digital network intelligence (DNI) targeting expertise to rapidly deliver solutions
  • Continuously pursue new methodologies and approaches; properly disseminate information
  • Prepare design specifications, conceptual diagrams, process flows, data models, prototypes, user interface designs, test and deployment plans, use cases, screen layouts, and system documentation; monitor and develop targets across several communications technologies including DNI, DNR, etc.
  • Conduct advanced analysis of collection and open-source data to ensure target continuity, to profile targets and their activities, and develop techniques to gain target information.
  • Perform research using open source and classified sources to identify current gaps to identify new opportunities for follow-on analytics, methodologies, tool development, etc.
  • Evaluate information for signs of communications changes and identify alternate means of communication; extract, transform, load, processes, including document parsing techniques
