IT Project Manager

Rate: $130-145k depending on experience

Qualifications:
  • Project Management Professional (PMP) certified is required.
  • Experience with Continuous Diagnostic and Mitigation (CDM) is required.
  • Experience with Infrastructure/Security is required.
  • Five (5) years of project management experience in large scale IT hosted environments.
  • Ten (10) years of IT experience supporting large scale, enterprise security, systems, software and infrastructure.
  • Five (5) years of experience developing and tracking finances for large scale projects.
  • Five (5) years of experience developing and managing government project budgets.
  • Five (5) years of experience with E-gov and OMB mandates.
  • Experience with financial management and activity-based accounting experience; experience developing rates for products and services; experience should also include Capital Planning and Investment Control (CPIC) procedures for developing business cases that includes alternative analysis and RIO for IT investments.
Responsibilities:
  • Serve as IT Project Manager for the Office of Information Technology (OIT) and provide support to the highly visible projects initiated by senior staff members.
  • Support infrastructure activities to include security, network, server, performance, applications, and capacity.
  • Must be familiar with security technology, and products.
  • Strong understanding of network, system, print services, storage technologies and have managed projects addressing these infrastructure areas. Knowledge of system applications and tools.
  • Consult with the client and assist in development of strategy, plans, and solutions for projects. Work with client to help them to define their needs and address issues they are facing.
  • Act as a liaison between clients and infrastructure team to distinguish requests (nice to haves) from true needs (requirements).
  • Support the PMO by providing services in a matrixed environment and managing PMO expectations.
  • Evaluate problems analytically and systematically and develop appropriate corrective action. Implement mitigation plans and then escalate risks and issues to leadership, as appropriate.
  • Develop a comprehensive project plan for fulfilling the clients requirements including work breakdown structure and timeline.
  • Update the project plan, including deliverables, dependencies, assignments, and outcomes.
  • Effectively communicate project expectations and status on an ongoing basis to team members and stakeholders.
  • Follow process and project management best practices and drive their continuous improvement.
  • Provide program management support for the Division of Enterprise Solutions and Application Management. Create executive project dashboards to report project status and performances.
  • Support multiple project implementations for a major Grants Management Systems based on Enterprise Project Life Cycle (EPLC) to ensure that project deliverables are within budget, scope and schedule.
  • Support migrations within scope and schedule.
  • Create value by aligning project delivery with chartered objectives.
  • Reduce risk by tracking project cost and schedule variance.
  • Streamline project operations by documenting and following through with actions, decisions, risks, and issues.
  • Build effective teams by empowering members to collaborate and communicate effectively.
  • Assure quality by implementing best practices and maintaining transparency.
  • Grow organizational knowledge wealth by hosting retrospectives and collecting lessons learned.
  • Work with vendors to provide solutions related to computer security, software and hardware.
  • Background in Continuous Diagnostic and Mitigation (CDM).
