The objective of this requirement is to obtain a professional service contract, to support our Customer's Public Work Directorate (PWD). Worker is required to provide Fire Protection Engineering services as required by Vectrus Public Work Directorate (PWD). Individual requirements shall be met by the negotiation of separate Task Orders to the contract. Work includes the anticipation and prediction of fire behavior on materials, structures, machines, and apparatus to protect life and property.

Job Duties:
  • Assessment and prediction of fire hazards or risks, mitigation of fire damage by proper design, construction, and arrangement of facilities, design, construction, inspection, testing, and operation of fire detection and fire suppression apparatuses, appliances, devices, and systems, and assessment of fire protection requirements
  • Helps prevent, identify, and mitigate fire hazards to detect, control, and suppress fire events
  • Ensure compliance with Vectrus Performance Work Statement, Army Regulation 420 1 Army Facilities Management, Area Support Group Kuwait (Army) policies as well as National Fire Protection Association (NFPA) standards as prescribed by DoD instructions, Army regulations, and Unified Facilities Criteria (UFC s).
  • Design overall fire protection systems
  • Conduct investigations into post fire incidents
  • Provide specifications for building construction, exit and egress means, and mechanical systems
  • Determines how fires originate, spread, and are detected, controlled, and/or extinguished.
  • Utilize established guidelines to plan, formulate, and implement fire protection engineering strategies, goals, and program instructions
  • Serve as team lead for fire protection engineering support surveys
  • Review and evaluate project designs to ensure drawings, specifications, and supporting documents needed for projects are correct
  • Review designs of new and modified facilities throughout various stage of development to assure compliance is met
  • Direct and manage inspections for construction, installation, maintenance, support, documentation, and testing activities
  • Review submittals and technical drawings, specifications of electrical systems to ensure that installation and operations conform to actual codes, standards and customer requirements.
  • Comply with guidelines and regulations including permits, safety etc. and deliver technical files and other technical documentation as required.
  • Provide advice and resolve creatively any emerging problems/deficiencies.
KSAOs:
  • Knowledge on:
    1. Fire Protection Analysis:
      A basic understanding of hazard analysis, risk analysis, and economic analysis techniques. A working knowledge of codes and standards, occupancy and hazard classifications, fire test methods, and the interpretation of fire test data.
    2. Fire Protection Management:
      A basic understanding of the capabilities and limitations of design, facility impairment procedures, and inspection frequencies.
    3. Fire Science & Human Behavior:
      An ability to apply principles of fire dynamics as related to fire and smoke behavior, fire growth, combustion, materials properties, and heat transfer. A basic knowledge of human response principles as related to evacuation movement, human response to fire cues, and timed egress analysis.
    4. Fire Protection Systems:
      An ability to assess and design water
      based fire suppression systems, special hazard systems, fire alarm systems, smoke management systems, and explosion protection systems.
    5. Passive Building Systems:
      A working knowledge of the principles of building construction as they relate to fire protection, such as construction types, construction materials, interior finish, structural fire resistance, compartmentalization, vertical openings, and the protection of openings. The ability to assess regulatory exits, occupancy, occupant loads, emergency lighting, and the marking of the means of egress.
  • Sound technical knowledge of DoD and UFC code requirements, as well as the applicable NFPA and ICC codes and standards for fire protection and life safety criteria

  • Good computer skills in Word, Excel, AutoCAD experience desirable and other software needed to produce reports and designs.

Requirements:
  • Fire Protection Engineering Registration desired
  • Experience in design of fire protection and alarm systems, knowledge of building codes and NFPA 101, and design project management experience.
  • Must have a degree in Engineering (Fire Protection, Mechanical, Civil, Electrical, etc.)
  • Candidate shall have a Bachelor's degree in Fire Protection Engineering and be a registered Professional Engineer in the District of Columbia, Guam, Puerto Rico, or any State in the U.S.
  • Minimum 4 years of relevant fire protection engineering experience (8+ years preferred)
  • Experience working with military engineering standards
  • Specialized experience must demonstrate the following:
    1. serve as a technical authority on facilities fire protection and life safety
    2. conduct and review designs for fire protection systems
    3. apply knowledge of engineering/architectural fields to solve facility engineering issues/problems
    4. Inspect, test, and approve new and rehabilitated fire protection systems
  • Passed the Principles and Practice of Engineering Exam in Fire Protection administered by the National Council of Examiners for Engineering and Surveying (NCEES)
  • Passed an NCEES Principles and Practice of Engineering Exam in a related engineering discipline
  • Demonstrates sound knowledge and judgment in the application of science and engineering to protect the health, safety, and welfare of the public from the impacts of fire
  • Ability to apply and incorporate a thorough understanding of fundamental systems and practices as they pertain to life safety and to fire protection, detection, alarm, control, and extinguishment.
