Client Overview: Our client is a joint venture who manufactures acrylic acid. Acrylic acid is used to manufacture numerous personal care and household items. The three companies work closely to maintain safe and environmentally responsible operations in Pasadena, Texas.

Position Overview:

Administer all programs for Quality Control Lab, Environmental Compliance, Loss Control, Safety, Health, Fire Prevention, Emergency Response planning and associated training. Design programs to meet federal, state, local and corporate Environmental safety and health regulations while maintaining the applicable records and documentations demonstrable during an inspection or audit. Work with all departments as well as Corporate, Government Agencies, Industry Associations, and peers within the Chemical Industry to ensure compliance and working relationships. Responsible for daily operation of the Quality Control Lab and acts a primary liaison with all customer related issues. Ensure efficient management of all Quality Systems and oversees all other Quality Control responsibilities. Responsible for complying with all AIMS HESQ policies & practices including ISO-9001 and ISO-45001. This includes compliance with all legal and regulatory requirements. For example, OSHA, EPA, TCEQ, DHS, etc. Manage LIMS and other Quality Systems.

Primary Responsibilities:
  • Continually improve company health, environment and safety policies, plans and procedures. Maintain working knowledge of all health, environment and safety regulatory (HES) requirements that affects the company.
  • Provide guidance to upper management on compliance strategies.
  • Apply state-of-the-art and innovative management techniques and engineering solutions, including information systems and process engineering approaches to resolve process technology issues, to achieve process improvement, and HES program objectives on schedule.
  • Negotiate and/or coordinate negotiations on HES issues with regulatory agencies to obtain appropriate permits and approvals for projects and programs designed to promote and enhance management systems or address deficiencies.
  • Responsible for the development and monitoring of the departmental budgets to insure appropriate fiscal responsibility.
  • Initiate and conduct programs for the training and development of departmental manpower.
  • Develops, implements, and manages the Quality Management System for the Company, ensuring it conforms to internal, ISO 9001, ISO 45001, regulatory and legal requirements.
  • Designated site coordinator for ISO 9001, ISO 45001, and AIMS

Health, Safety & Security:
  • Lead, motivate, and develop hourly and staff personnel to create a productive culture as a value within the organization.
  • Ensure applicable federal and state regulations and standards, as well as corporate guidelines and policies are adhered to.
  • Communicate current and changing regulatory requirements to the plant.
  • Responsible for ensuring that the latest versions of relevant documents are reviewed and updated on a periodic and/or as needed basis.
  • Direct activities of the Safety Specialist and Safety Engineer.
  • Responsible for managing plant security activities.

Environmental:
  • Communicate with Environmental Superintendent on current and ongoing environmental issues.
  • Ensure environmental reporting is completed within established time.
  • Ensure applicable federal and state regulations and standards, as well as corporate guidelines and policies are followed.
  • Communicate current and changing regulatory and permit requirements to the plant.
  • Responsible for ensuring that the latest versions of relevant documents are reviewed and updated on a periodic and/or as needed basis.
  • Direct activities of the Environmental Superintendent and Environmental Specialist

QC Laboratory:
  • Direct daily operational activities of the Lab Superintendent and Laboratory Technician(s).
  • Coordinate special analytical requests of Operations, Technical, R&D, sales and Marketing.
  • Plan, direct and coordinate all on-site quality control activities to ensure compliance with Quality Management System.
  • Ensure all laboratory facilities, instruments and inventory maintained in an efficient, operational readiness and safe manner.
  • Maintain a SQC program using statistical methods to monitor and maintain product quality.
  • Manage non-conforming product system.

Knowledge / Skills and Experience:
  • Bachelor s degree in Engineering, Chemistry, Environmental or Safety related field.
  • Minimum 10 years experience in chemical industries.
  • 5 years of direct supervisory experience preferred.
  • Experience in Acrylic Acid process technology is preferred.
  • Working knowledge of federal, state and local HEW related laws and regulations as they affect the plant are preferred.
