Salary: $140,000 base and up with uncapped Bonus/Commission

Job Overview

The IT Business Development/Capture Manager is responsible for leading and managing business development activities to secure new IT contracts with U.S. government agencies. This individual will develop and execute capture strategies, manage proposal efforts, and maintain relationships with key stakeholders to enhance our company s growth in the public sector. This role requires strong government contracting knowledge, expertise in the federal procurement lifecycle, and the ability to work collaboratively across teams.


Key Responsibilities

1. Business Development Strategy and Execution

  • Identify, qualify, and capture new government business opportunities in the IT sector.
  • Develop and implement strategic plans to expand business within targeted government agencies, including Army NEC, Air Force NC3, DOD, DHS, VA, and other federal agencies.
  • Establish and maintain a robust pipeline of opportunities, ensuring alignment with company growth objectives.

2. Capture Management

  • Lead the capture process from opportunity identification to proposal submission, ensuring a competitive approach.
  • Conduct market analysis, competitor assessments, and win theme development to create compelling capture strategies.
  • Engage internal teams to evaluate customer needs, technology trends, and partnership requirements.
  • Develop and manage budgets, schedules, and capture plans for major opportunities.

3. Proposal Development and Coordination

  • Work with the proposal team to develop compliant, compelling proposals, coordinating efforts between technical, pricing, and contractual departments.
  • Lead storyboarding sessions, color team reviews, and facilitate the production of RFP/RFI responses.
  • Ensure proposal strategies and themes align with customer priorities, technical feasibility, and organizational capabilities.

4. Relationship Management

  • Build and maintain strong relationships with government clients, agency program managers, industry partners, and other stakeholders.
  • Participate in conferences, events, and industry forums to foster relationships and stay current with industry trends.

Qualifications

  • Bachelor s degree in business, information technology, or a related field (Master s degree preferred).
  • 5+ years of business development and capture management experience in the federal government contracting sector, with a focus on IT services and solutions.
  • Previous experience at either the Army NEC or Air Force NC3 would be preferred.
  • Proven track record of winning multi-million-dollar contracts with U.S. government agencies.
  • Deep understanding of federal procurement processes, regulations (FAR/DFAR), and acquisition cycles.
  • Familiarity with government contracting vehicles such as GSA Schedules, GWACs, IDIQs, BPAs, and OTAs.
  • Excellent communication, presentation, and negotiation skills.
  • Strong project management, organizational, and analytical skills.
  • Ability to lead cross-functional teams and drive strategic initiatives.
  • Proficiency in CRM systems, proposal management tools, and market research platforms (e.g., GovWin, SAM.gov).
  • This position may require some travel (up to 25%) to meet with clients, attend industry events, and collaborate with team members.
  • Clearance may be required based on specific contracts.
