Qualifications:

• Demonstrated success in closing business with CMS or DHS required
• Bachelor s degree plus five (5) years related industry experience in large government contracting environments or ten (10) years of experience if lieu of a degree
• Working knowledge of HIPAA Privacy and Security Rules
• Strong ability to address win themes and strategies in the proposal
• Demonstrated experience developing and applying proposal management artifacts including but not limited to the following: proposal schedule, outline, compliance matrix, kick-off, storyboards, mockups, color review in-briefs and de-briefs, and others
• Demonstrated experience applying the rigor of formal proposal processes in the development of proposals
• APMP Certification Preferred
• Advanced MS Word and MS Office skills are required

Job Duties:

• Lead and manage the full lifecycle of competitive federal proposals, RFIs, SSNs, RFQ, etc
• Ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents
• Develop and conduct proposal kick-off meetings that establishes the plan to develop the proposal and the responsibilities and expectations of all proposal authors/writers and contributors
• Oversee/produce schedules, outlines, compliance matrices, technical solution sessions, and color reviews
• Conduct proposal color reviews and/or collaborate with the assigned color review lead or chair in the conduct of color reviews that effectively achieve useful, actionable comments and recommendations from the review teams
• Manage Proposal SharePoint Site(s), create/maintain proposal file organization, content library.
• Maintain configuration control of all living and dead proposal files, forms, graphics, drafts, reviewers comments, and approvals
• Ensures accurate and timely documentation of opportunity-specific information within the company s business development process
