Location: Washington, DC (Onsite minimum Tues-Thurs)

Summary:
We are searching for an experienced Subcontracts Manager for a government contracting client based out of Washington, DC.
Qualifications:
- Bachelor s degree in Business Administration, Supply Chain Management, Procurement and Contract Management, or a related field required. A Master s degree in Business or a related discipline, as well as contract management/procurement certifications is a plus.
- Minimum of 5-10+ years of experience in subcontracts management.
- Prior experience in Federal contracts experience required. Commercial contracts experience a plus.
- Program or Project Management experience preferred.
- Experience with T&M, Cost Reimbursable, and FFP type contracts.
- Ability to detect, analyze, and solve problems.
- Prior experience in a Federal Contracts/Subcontracts Manager position is required.
- Knowledge of FAR, DFAR, GSAR, as well as other Government regulations is required.
- Prior experience negotiating terms, conditions, and pricing.
- Proficiency in Microsoft Office and business application software, including procurement and resource planning systems.
- Ability to work independently and collaboratively in a fast-paced environment.
- Attention to detail and strong organizational skills.
Responsibilities:
- Liaison with customers for all contractual activities including but not limited to: change orders; RFI coordination; Invoice support; oversight of contractor compliance, ensuring FAR-compliant contracting; overall business management; and etcetera.
- Responsible for development of staffing plans
- Writing project purchasing procedures;
- Maintaining and publishing the project s inquiry and purchasing status reports;
- Serves as liaison between the project management team and the purchasing department;
- Meet with vendors and negotiate best combination of price, value, warranties, and deliveries to meet the client s requirements;
- Responsible for inquiring, evaluating bids, and procurement of major process equipment and engineered items;
- Execute purchase orders or subcontracts ensuring all prices are correct, schedules meet contract requirements, and interface with Quality, Safety, Engineering, Expediting and Construction to insure that a quality product is received on schedule, within budget, and finally project close-out.
